Webb chose the Hokies over offers from seven other schools including Iowa State, Nebraska, Ole Miss, Temple, Tennessee and UCF.
The 6-foot-3, 195-pound cornerback, who made an official visit to Blacksburg in November, will be able to play next season and has two years of remaining eligibility once he reports to Virginia Tech in January.
Webb ranks as the No. 2 cornerback and No. 11 overall prospect for the 2018 national JUCO recruiting cycle, according to the 247Sports Composite.
The cornerback provides the Hokies with their 25th known commitment, which helped them move from No. 17 to No. 15 in the 2018 247Sports Composite Team Rankings on Friday, ranking third among ACC teams behind Miami and Clemson.
In addition to Webb, Virginia Tech also received a commitment from three-star tight end James Mitchell on Friday.
