Former Iowa State starting quarterback Jacob Park announced a couple weeks ago that he would be transferring out of the school. It's been approved and it looks like it comes with some restrictions. Park posted a photo of the letter he received from the school outlining his transfer and where he can go:

So ISU won't let him go to an opponent they face next year —- that's common practice —- as well as a Big 12 school. They also won't let him to go to FCS schools Northern Iowa and Drake. While UNI is on a future schedule —- they play in 2019 —- they don't play ISU next year and shouldn't be a conflict were Park wanting to go there. Drake is also not on any future schedule so that one is just baffling.
Park has had a rough year as he left the team back in October to handle personal health issues and had tested positive for marijuana before he went on his sabbatical. When Park leaves, he will be on his fourth collegiate program in as many years as he originally started at Georgia before transferring to a JUCO program and then to Iowa State in February of 2016.
During his time with the Cyclones, he completed nearly 60 percent of his passes for 2,971 yards, 21 touchdowns and 10 interceptions. He also ran for a pair of touchdowns.
