
As it stands, college football kickoffs occur at the 35-yard line and touchbacks are brought out to the 25-yard line. That could very well change if the NCAA Playing Rules Oversight Panel decides to eliminate kickoffs altogether though.

For now, the panel has decided to test a new kickoff and touchback distance in the Ivy League. The conference has been given permission to kick off from the 40-yard line in conference games only. As part of the experiment, touchbacks will move to the 20-yard line.
CBS' Dennis Dodd reported just a couple days ago that preliminary discussions had begun within "two influential college football bodies" about potentially eliminating kickoffs from college football. It is considered the most dangerous play in the game and there is data to help prove that point. However, it can also be the most exciting and that's likely the sticking point for why it hasn't been eliminated already.
