Dude crashes and flips his car, crawls out, and starts acting like a crazy person

Who knows what he's on, why he was driving or what made him crash his car. All of it points back to him clearly being unfit to operate a vehicle. His actions afterward only help support that. Thankfully, no one was hurt (including him) but I'm hoping the citizens who rushed to help quickly realized
